Roll-out of Healthcare Application and Licensing Portal (HALP) to Replace the Biosafety IT System (BiosIS)

We are pleased to announce that the Healthcare Application and Licensing Portal (HALP) will be available to existing Biosafety IT System (BiosIS) users from 24 June 2024.

Existing BiosIS users are advised to take note of the following dates:

Period	Activities
Until 31 May 2359 hrs	Users can perform submissions as usual in BiosIS.
From 1 June 2024	Users will no longer perform submissions on BiosIS to facilitate data migration activities. For urgent matters related to the application of approval for biological agents and/or toxins, users can contact MOH Biosafety Branch at MOH_Biosafety@moh.gov.sg.
From 24 June 2024 (Note: Announcement will be made if there are any changes to the date)	Users can log in to HALP to perform submissions. Users are advised to verify that the information related to existing facilities/approvals/AFC are correctly reflected under the “Facilities” and “Approvals” tab in HALP. Note: Mandatory fields in HALP will be pre-populated with default placeholder values, in cases where there is no existing information for migration from BiosIS. Please submit an “Update” to change these default placeholder values to reflect the correct information in HALP.
