A carrier, in relation to the Biological Agents and Toxins Act, is a person (including a transferor or transferee) who undertakes the transportation of the following in Singapore:

  1. any First Schedule biological agent;

  2. any Second Schedule biological agent;

  3. any Third Schedule biological agent in quantities aggregating 10 litres or more carried on any conveyance at any one time; or

  4. any Fifth Schedule toxin
